I ask why the Ap needed to create it generates tier 8-A, now I'm not sure if that means that surviving a tornado is at the same level.

You'd be right in assuming that it wouldn't be the same level to survive a tornado. Generating hurricane force winds is 8-A and being within those winds isn't going to kill you, it's just the energy required to make them.

Thanks, but what level is?

Nothing really. You don't really 'tank' wind and people have survived being thrown by tornadoes. If you survive being dropped from pretty high afterwards, that could be 9-C depending on what you land on.

Then could you gain LS from them if said tornadoes fling trees and stuff but not you?
That may depend on how it's presented. It could just be PIS or such.

After all, if you're having a climactic confrontation between like, IDK, Magneto & Storm in a hurricane, the people who make the show probably aren't going to ruin the drama by having Magneto being ricocheted about in gale force winds like some kind of armored pinball. (Keyword, probably.)

Or in other words, sometimes stuff that should happen in the setting happens not because of any logic within the story, but because of out of story reasons, especially those from the real world like how the people who make it want things to go.

Sorry if my explanation ain't exactly ideal.
