What's the death method? If the character is able to be extremely precise and hit stuff like blood vessels on billions of people at once, its actually probably not very high. Is it just killed in any way, or like a surface wipe type deal?

What's the specific example? Because that's still fairly vague. Assuming that humanity is confined to earth, it's likely high 6-A if its actual destruction, but I'd want the entire context for that.
