he should not be high 7 C Meruem pre rose and Gon are both low 7 C so he will be low 7C at most sense both of them are stronger

Meruem and Adult Gon are likely being upgraded above Low 7-C. To what, I'm not sure. The Youpi calc needs to be fully evaluated before it can be decided.
