Because not many characters use such powers. Anyway, this is covered by Status Effect Inducement.

From the page "Some examples of status ailments include (but are not limited to): ". It's not limited to the one you see as they are just examples. If you make a character and it has this power just add the power and in parenthesis explain it. Example. Status Effect Inducement (Can induce drunkenness into foes with a touch).

This seems more like a Dizziness inducement, as there are other ways to become dizzy aside from sheer drunkenness/alcohol. But yeah, this is included under status effect inducement.
