Please for the love of all that is holy, don't turn this into a talk about 5-C in OG Dragon Ball as a whole. That's not what this thread is about, and the 5-C rating is completely fine, there's just two characters who shouldn't scale to it (one directly, and one by proxy).
So, King Chappa scales to 5-C right now based on the following justification:

Attack Potency: Moon level (Was once able to become a champion of an unknown previous World Martial Arts Tournament without taking even a single blow, and has a high reputation amongst other acclaimed fighters like Yamcha and Master Roshi, with Yamcha describing him as "godlike" and Roshi stating that Chappa would be a troublesome opponent for Goku)
Sounds pretty good on the surface, but there are some important considerations here:
- Becoming champion of an unknown tournament without even getting grazed is a nice feat and all, but without any specifics about the fighters, it means nothing. However, I imagine this is just support, so that doesn't matter to me as much.
- Yamcha's opinion of King Chappa is purely from hearsay, as he says stuff like "he's supposed to be a stupendously skilled master" and "it seems that he-" yada yada yada. Not that the claims are necessarily wrong, but if Yamcha's only measure of King Chappa's abilities is hearsay, it means he doesn't actually have a proper grasp on his power and the like
- Most damning of all, Goku easily defeats King Chappa, which proves Roshi wrong about him being trouble for Goku and shocks Yamcha. Hell, Goku even says he didn't go all-out, not even a bit, otherwise he would've killed King Chappa. His dialogue even implies he didn't even consider King Chappa strong.
