Dormammu upgrade

No, he has merged universes on his own, without Eternity's power.

If that's a thing he can easily perform, then that is ok since he is not that weaker than SHuman. The thing is how it will affect Strange, In-Betwenner and other profiles.

Well, Doctor Strange is weaker than Dormammu, and the In-Betweener will likely be upgraded to 2-A soon, by scaling from Galactus and the Celestials.
