Let a Cultivator at X realm started creating a world and after reaching Z realm that world becomes a 1A world with type 1 and 2 Concepts that governs that reality and the Cultivator is the Owner of that world and has supreme control over his world does that mean that Cultivator and people of same level we have Information Manipulation Type 2 ?
And what about the people one realm who are at Y realm which one realm below them who have almost completed the world has not reach the same level as Z realm, at which realm would Cultivator started getting Information Manipulation Type 2, Realm X, Y, Z ?
