It very much looks like hyperbole. "Encompassing the universe of absolute death" doesn't even sound coherent.

Original Japanese used 内包した, which mean connotation or inclusion, if my translate sounds kinda off, then my apologies, but basically the attack said to contains the universe of absolute death inside it.

I've read enough Eastern fantasy to know that an author will liberally use phrases like "shake the universe!", "shatter Yin and Yang" and "reduce heaven and earth to ruin!" to make an admittedly powerful attack sound way more potent than it is.

And I fail to see why a flashcard for an attack (cause that seems to be what that picture is?) is any support for such a rating.

Akashic Records is yeah, hax. It's a reality warping-type attack. Its highest level is as you can see, change the beginning and the end of the history in a universal scale. Loge doesn't have a physcial body and he doesn't possess any impressive physical stats. His attacks are heavily relied on the haxs.
