Does infinite speed blitz passives

depends on the passive or if its speed unequal and passive doesn't work fast enough

Would you have to use the feats of the passive and calc how fast they are.

yes using the feats of the passive and guesstimates. some abilities don't really need time to work which in that case they would be assumed to work instantaneous and infinite-speed characters can escape those but cannot blitz someone with passive. immeasurable speed can blitz passive and bypass it afaik
