Does Godzilla in hell Godzilla scale to outerversal?

So I’ve heard some say that Godzilla in hell (GIH) is outer and killed god and Yog-Sothoth. And that GIH threatened all of IDW. As confirmed by tweets made by the writers.
But then I’ve heard Godzilla still isn’t Outer.
So I thought I’d ask.
 
Marvel's omniverse contains all of fiction.

DC's omniverse contains all of fiction.

SCP Foundation baseline universe views both universes as fictional.

SCP solos all of fiction.

These kind of statements happen all the time and they are all equally meaningless as the writers cannot possibly have the rights of fictional mediums outside their control which is what such definitions imply and even in this case, with characters that are part of the public domain like Lovecraft's works, when used by other authors it's quite clear that the characters are quite limited in power compared to the originals as their portrayals are naturally limited by the writer's own understanding of the works.

An example of this occurring is in Alan Moore's Providence, where the outer gods were depicted as being much weaker than they were in Lovecraft's original stories.

You can read this page which is where we dip a bit into why cross-scaling by statements like these don't make sense though surprisingly we never addressed it anywhere else.

Most of the issues when it comes to people scaling is that they think they can just composite everything. Oh, Random-God Insert from this series is Tier 0? Then that must mean in this comic Random-God Insert is also Tier 0.

It's ridiculous.
