Does being one with the multiverse scale your attack power?

If it is stated that a character is "present in all things" or "one with all that is," or essentially is all things within a given cosmology, does that scale the character's power to the same cosmology, or does it only increase their range? If becoming one with the cosmology means that you scale to the cosmology, could someone explain why that is?
My question comes from profiles like this one and this one.
 
Depends. If the cosmology itself is a result of your power sustaining it, and the entire thing collapses if you die, yes, it could potentially scale to your AP.

Well, none of the profiles I provided show such a thing. The only thing that really comes to mind is what the bold part of the tiering system says about "significantly affecting."

- "Significantly affect" is here used as an umbrella term for feats that don't involve direct creation or destruction but are comparable to them in power, such as warping and distorting the entirety of the structure in question, sustaining its existence with energy, merging the structure with another one, etc.

Could it be that they scale to the cosmology because they are merging the structure of their being with the entire cosmology?
 
No, the merging the structure thing is about stuff like fusing universes together. Generally, just being omnipresent throughout creation alone does not scale to stats other than range and durability. (durability in the sense that if you are everything, you would need to destroy everything to destroy you in your entirety)
