I think the reason why he got Low 1-C because he is transcends entity who transcends Multiverse itself, that's why.

For me i think it's would be revission based for requirements new tiering system. Only because he transcends it's not meaning he can get Low 1-C without further context

Unfortunately I haven't play the game yet, I only know about this verse from a friend of mine who have played it. Maybe someday I'll try playing the game when I got free time, then I can make some revision to this verse
