Impressive but we need to know how many universes this so called Multiverse has.According to the DC map there are 52 regular 4 dimensional universes that exist inside the speed force wall.So i think "At least Multi-Universe level" should be ok.
 
52 * 7 = 364 Universes since each of the "Multiverse" busting Sins are part of Pandora.

So yeah, At least 2-C sounds good.
 
Based on the math of Matthew and there being only 52 universes in the dc universe i say at least 2-C sounds good
 
Based on the replies above, as well as the Sins controlling 52 universes each, I am okay with "At least Multi-Universe level".
 
Unrelated, but has there ever been a character that Doctor Manhatten couldn't one shot? If not could we assume he can one shot everyone in tier 2 except for the High 2-A's because they're 5-Dimensional.

Of course not. Do we assume Saitama is High 3-A just because there is no one in his series he couldn't one shot? Rating Dr. Manhattan as literally infinitely greater than any of his showings because he did those casually is just silly.

I guess that makes sense, but I thought because of him ignoring durability we could assume such a thing.
 
@FTW395 Durability Ignoring isn't a be all end of. If someone is immune to the power one uses to negate dura (soul manipulation, mind control, etc.) then that person's dura negation is completely useless. Assuming it automatically works on everyone within a tier is a rather big No Limits Fallacy.
 
I think that this seems reasonable.
