Sephen is the arguably second strongest character in SMT, and SMT verse now has many 1-A. For Doctor Manhattan, IDK.

Doc is pretty low in 1A iirc, just a few layers in. But depending on how high the other guy is, any of these can stomp each other instantly

Doctor Manhattan disintegrates Stephen, he uses that move pretty often not to mention that Stephen doesn't have the regeneration to counter it.

Stephen are iirc 6 layer of heirachies above baseline 1-A, have a los of move/skills that ca bypas dura/resistances, can nerf, can buff, can cancels thos 2 and other things and many things, i dont see any of Manhattan to do something to Stephen.

Yeah that's weird, Stephen hax and abilities pages are.. pretty barebones.
He has less hax than even Demi-fiend. Is that really a thing?

Apparently all SMT and Persona files have Cognitive Physiology or whatever page, which gives them crap ton of hax and resistances.

IN my opinion, yes, need more abilities and a better description, the bare minimum is this list that he uses in his fight, outside of that have other things that are not only including this
Matter manipulation shouldnt work, in the work, there are demons, skills that manipulate or are matter and enrgy and far lesser being resist or nulls it.
