Pre Wano he would, yeah.
I'd imagine his durability negation, and future sight, combined with his resistance to fire manipulation would allow him to win pretty comfortably once he's upgraded.

If we agree with this, I'm just confused as to why Luffy isn't 6-B already or why Ace is 6-B even though he's vastly inferior.

Because people prefer to wait until the Wano arc is over to add the scale more easily, instead of making several CRTs little by little

Well Ace is listef 6-B based of being able to burn Whitebeard and matching Kuzan 1v1

Post Wano Luffy at his best >= Hybrid Kaido w/Haoshoku >> Base Kaido >> Young Kaido = Oden after his time with Roger > Young Oden = Primebeard = Old Whitebeard >= Ace
Because somehow just 1-2 days of training in Udon made Luffy go from not even hurting Base Kaido at all in Gear 4 to matching his Dragon Form in Gear 4 even before he learned Haoshoku infusion.
