If their physical level is 1A or higher, then yes. If their power is 1A but their physical level is not 1A, then no.

No, the High 1-A power will likely have Immeasurable speed, but the guy is not, though if the power can boost his stats which include his speed then he going to have Immeasurable speed

Because they are either physically high 1A, or they are the high 1A plane/world itself, it is their body, their omnipresence like Akuto Sai, for example.

this character has immeasurable speed listed in his profile but it is very clearly infinite speed

Because infinite speed that is high 1A, or human speed that is high 1A is automatically immeasurable speed to all the tiers below them.
