As mentioned, along with Discords layered transmutation and far better power null I vote for Discord.

Apparently Discord's transmutation isn't 4-D in potency, making Discord inferior in layers and thus rendering his Transmutation useless.

That very specific Power Null of him removing Twilight and Rarity's horns? Wowza. In fact, looking at the profile, ALL of his Power Null is magic-oriented. Last I checked, Game Super Sonic doesn't rely on magic.

So all of Discord's votes rely on either Transmutation that won't work, Power Null that has no showings of being able to nullify Super Sonic, and Reality Warping that Base Sonic already resists at a 4-D scale. (This is without mentioning that if Discord beats Sonic, it can't be added cuz Speed Equal rules.)

And Celestia's resistance to transmutation is 4D? because if it's 3D it doesn't make any difference.

Because Celestia's resistance comes from Twilight's unicorn child. So her transmutation would have to be 4D.
