Dio via Time Stop. Vanilla Ice cannot really counter time stop, and since he requires looking out from his Stand's dimension of darkness to be able to locate his foe, he will be exposed, and Dio can take advantage of that.

Plus Vanilla Ice had not been a vampire as long nor did he know all the important things about being a Vampire that Dio does.
