Either inconclusive or Dio's win (he is much faster then his time stop will be triggered first). If he can bypass Dimaria's City Level durability wins. If he cannot it's draw. Even if Dimaria could free herself from timestop, she couldn't hit him due to his speed advantage (however one shot would be enough to win).
