Difference between Tier 3A and Tier 2C

I'm a bit confused as to the demarcation between the two. Let me explain my confusion with an example: Pre-Crisis Superman.

We all know about his flying so fast he, "bursts the bonds of infinity" feat. Spectre had to stop him and Yahweh gives a confirmation along with a peppy "rejoice!" Yet he's listed as Tier 3A; whereas, I would have assumed he'd land somewhere in Tier 2. He could travel to any point (x, y, z, t) within seemingly any of the then-Infinite number of universes in DC and (almost) to Heaven, which is located beyond the Speed Force in the Godly Sphere.

Given his ability to freely move in at least 4-dimensions (maybe more since the 5th and 6th dimensions comprise the various possibilities and permutations of a universe aka infinite universes) I would asusme he'd be listed in Tier 2. But that's not the case. So, beyond what he's shown to have done, what is the extra requirement to be categorized in Tier 2?

So because he can enter another dimension & realm he should be higher tier?

Destroying the psychical contents of a Universe or multiple is a 3-A Feat.

Destroying the contents of a psychical universe or the psychical contents of infinite Universes is a High 3-A feat. Additionally, having low end 4-D power is a High 3-A feat

Completely destroying a Universe and its timeline is a Low 2-C feat. I hope I explained that. Sorry, I can't really help you with your other question, I don't read much comics.

@sylar I was trying to convey that he (and this goes for any character capable) is seemingly able to move freely in time thus making him a four dimensional being, no? Or to perhaps take it a step further, his ability to move between universes is signifying his being an even higher dimensional character, specifically what string theory calls the 5th dimension.

@Darkanime unfortunately I'm still confused lol. What is meant by destroy the universe and its timeline? Like remove it from ever existing? I'm working under the assumption that our own universe is 4-dimensional, spacetime being a single fabric. We have (x,y,z,t) coordinates. We just can't freely move in the t coordinate unlike Superman seems to do.

I hope this doesn't come across as me being a homer for Superman, I'm only using him as an example.

Universe level = destroying everything that has a coordinate coordinate (x,y,z,0) with one attack (with the attack happening at t=0)

Universe level+ = destroying everything that has a coordinate (x,y,z,t) for every real number x,y,z and t in one attack.

Just because you can travel between universes doesn't make you higher being or that you are able to destroy it
