Difference between the "possibly" and "likely" ratings when it comes to profiles?

Just read the description of "Likely" and "Possibly" in a dictionary.

*Likely: A character is agreed by most to have that rating but there's some inconsistency or contention with the jurisdiction that prevents it from getting the full on rating so the next best thing is the "Likely" rating.

Possibly: It's highly contested if that character should have that rating and/or the jurisdictions are rather vauge/shaky however it's not completely out the realm of possibility plus the evidence is there hence the "possibly" rating.
 
A "Likely" rating has more/stronger evidence than a "Possibly" rating, but they both don't have enough/strong enough evidence to be a concrete rating.
 
possibly also in versus battlen can be restricted IIRC and still be added as notable match while likely must not be restricted to be notable
