Actually it could still work, this was S1 Debra and after season 1 we see that she starts working out and actually training, so by season 7 (the season where she hurts Dexter) she would be considerably stronger.

I mean I don't remember if she ever did much impressive feats except for giving a blody nose to tifany (dont know how to write her name)but she was also given a scholarship for volleyball for college so she is pretty athletic. Probably "At least Human level" if there would be an OS key
There are a few calcs that get him to wall lvl and most of the street lvl+ feats are performed while he's injured and/or casually

Though its pretty impressive, he should actually downscale whole lot considering how he was knocked out by him and when travis fought with Dexter, he was weakened to the point where he was on the verge of passing out

For Martial Arts we see that he regularly practices boxing when we first meet him. Also held his own against 4 police officers and fought off Dexter.
Honestly, I wouldn’t really say that was SI, I mean anyone would run away from a dude wielding a fire axe. He could still have SI for luring his victims to his house tho
Thing is, Dexter is rarely ever seen actually running away from someone, especially out of fear (which he even says himself before Ray approaches him wearing the bull mask). Even Isaak, who’s shown to be very good at intimidating people to get information, and even Little Chino, who’s a 6’7” powerhouse weren’t enough to scare Dexter. He’s also had no problems taking on people who have had firearms pointed directly at him, so I doubt an axe would mean anything.

I doubt it. Unlike Chino, who’s definitely way superior to Dexter, Ray and Dexter are basically on par in terms of strength, with Ray being just a bit stronger.
