Anyways, I feel he should likely be 4-B even in base as he fought Green Hulk.

Apparently Devil Dinosaur's base form has been consistently portrayed at Tier 5-A, as even in 1 vs 1 fight, Hulk was literally stomping Devil Dinosaur with ease.

Once after Devil Dinosaur got Boosted by a Celestial, was the moment when he was literally able to fight Hulk.

We need consistent portrayals of a certain power level to properly pattern Marvel character statistics. Devil Dinosaur has generally been portrayed as stronger than Spider-Man, but nowhere near planet-busting class, and he also has not interacted much with other regular Marvel characters. I also think that the story with the child Celestials was outside of continuity.

As such, I would much prefer if we avoid creating this profile, as we cannot make it properly reliable.

I doubt that it officially was for the Hulk. The Celestials have never been referred to as having small children elsewhere.
