Density of clouds if you can stand on them?

I'm doing a calc of a storm, but the clouds of said storm are dense enough to let people stand on top of them as if it were a solid surface.

Instead of using the regular density of 1.003 kg/m^3 for the clouds, what would a more accurate density to use be?
 
Assuming that the characters don't just have free movement or NPI or smth, then it'd need to be denser than the human body, which has approximately the same density as water, at around 1000 kg/m^3. Of course, this would be physically impossible under standard atmospheric conditions due to the ideal gas law, so I'd probably just go with the upper end for a typical cloud anyway, just to play it safe
