Yes, and he gives us R-7000 Ravagers, which have fought Junker Queen, and Ana at minimum, which basically means anyone who scales off of Ana, which is pretty much everyone worth their weed, is likely High 8-C becuase interactions are considered "Likely" here last I checked.

Very few characters actually gained power with Overwatch 2, and those characters are Orisa, Reinhardt, Brigg, and Winston, so there's 0 reason for a second key, or in, say, Reaper's case a third key, because they didn't get stronger or anything.

It happened in a backstory, junker queen was in charge of junkertown well before the events of overwatch 1 and she fought ravagers long before she became queen
