DBZ Toei profiles

As the title states, I'm curious about how or which profiles get scaled to the DBZ anime. Why do certain characters like Goku, Vegeta, Cell, and Buu get Toei profiles but a few other characters don't? I'm just curious if there is a process done or something to scale the characters from the anime compared to the manga or which gets profiles

The reason those characters get profiles and others don't is because there are enough differences between them. The characters would need a noticable difference in statistics, abilities, and events that took place in the story. If you don't see a character with a Toei profile, it's likely due to them not having enough of a difference from their canon counterpart that's worth indexing.
