Gotenks's profile states the following:
Attack Potency: Solar System level (Fought on par with Super Buu; given how strong his Super Saiya form is, he's stronger than both Super Saiyan 3 Goku and Kid Buu)
However, Dragon Ball Super pretty clearly has Vegeta state that Goku became the strongest in the universe after defeating Kid Buu, which flat out overrides this.
These statements'd suggest Kid Buu and Goku are stronger, not Gotenks:
1
Vegeta also stated that Goku was the strongest Saiyan in the 2nd episode of DBS, and that also includes Gohan by default.
Furthermore, according to East Kaioshin, Kid Buu's personality didn't change at all when he absorbed South Kaioshin - he was stil just as crazy as ever and pure evil. His personality only changed after he absorbed the Grand Kaioshin and became Fat Buu:
Kaioshin: "…Yes…Next to be absorbed was the fat but kind and gentle Dai-Kaioshin….The Majin Boo that Bibidi created was evil itself, a failed creation that even Bibidi himself couldn't handle, but by absorbing the Dai-Kaioshin, he somehow become controllable…. "
But wait...if the only difference between Buff Buu and Kid Buu is that the former is stronger, then why does Elder Kaioshin call Kid Buu the most troublesome Buu? .
Elder Kaioshin: "…So he was finally completed…Which is to say…that this current…small Majin Boo…is the initial…mo…most troublesome one…"
Afterall, Buff Buu's personality is the same as Kid Buu's; being destructive, having literally no qualms, as well as being unpredictable Buff Buu is stated to be even stronger than Super Buu is, yet Kid Buu is the most troublesome?
The only way Kid Buu would be more troublesome than a Buu who has literally the exact same personality as him would be if he were stronger.
People are hinging on one single statement from Goku where he states that Super Boo would be able to kill him and ignoring the bigger picture and uncountable statements of an entire saga. Goku stated that he wasn't able to beat Fat Buu, only to later reveal that he could have won that battle all along while talking to Vegeta.
Goku himself stated that he wanted to give the younger generation a shot at being the heroes of Earth for once, and this extends to when he is inside Super Buu. It's not until every single option is outside the table that Goku admits that he could have beaten Fat Buu all along, therefore Goku is being a liar all throughout this saga.
Gotenks, Gohan and Super Buu (without absorptions) should be put lower than Goku.

- Goku states that had Mr. Satan and Innocent Buu not been there, him, Vegeta AND everyone else have been done in. Ultimate Gohan and Goten & Trunks are both alive and well on Earth at this point, so this statement makes literally no sense if it isn't to be taken at face value.
- Goku states that Gohan and everyone else's ki isn't enough to kill Kid Buu, but both him and Vegeta stated earlier his Super Saiyan 3's full power was enough to do just that.
- The Daizenshuu 7 calls Goku and Kid Buu the "fellow strongest"
- The Daizenshuu calls the Buu that Goku wiped out the strongest in the universe, and also states that Goku is seeking the strongest when he is searching for the reincarnated Uub.
- Vegeta states that Goku is the only perso capable of killing Kid Buu, and this'd include both Gohan and Gotenks, too.
- Chapter: 507 (DBZ 313), P13.5
* Context: as evil Boo reverts to his South Kaioshin form
* Goku: "H-hey…Vegeta…His ki is increasing, ain't it…!?"
