This is really a tough one for me. I have a heavy bias toward Vader, but he seems to have more raw power at his disposal, as well as be a more skilled dualist. Mail is a trained assassin, sure, but it would be hard to get the drop on Vader, even if it were to happen, I still see Vader using his armor and sheer power to tank through an assault.
