Creation feats when you are very close to that level.

So if a character create a dimension full of stars, it would be a Creation Feat 4-A, naturally without anything that connects the creation with the other stats it will not scale, but what happens when the character is so close to that level, let's say he has feats 4-B or high 4-C and that it has been increasing its power through battle but it has not been said by how much.

could give a H4-C/4-B, likely 4-A to his stats?
 
If there's no UES connection, I don't think that 4-A creation would scale to other stats if they're already something like High 4-C or 4-B for other reasons.

Thing is, scaling creation to AP is more of a mechanics thing (whether or not a UES exists), while being close in rating is more of a power thing.

Hence I wouldn't suspend our standards to that degree based on that evidence.

(Additionally, 4-B and 4-A is a terrible example, because baseline 4-A can be up to 881 billion times greater in AP, which is obviously a huge jump)

What if the character is 3-C? Could it be used as supporting evidence?

or if character A has the Feat of Surviving attacks from character B that can destroy the universe and then character A creates a universe? like Alien X

Small bump

Also, if I create and then throw out a small galaxy, it means that all my subsequent creations, such as a universe, could be scaled.
