Creating concepts on a Higher Dimensional scale is conceptual manipulation type 2?

Not necessarily. The Type of Concept Manipulation is judged at the level of reality it governs, regardless of how many lower levels it transcends. If the concept stops existing once all participating objects stop existing, it's still Type 3. Doesn't matter if it's a 3-A concept or a High 1-C concept.

Basically what Roun said, Type 3 can even be to High 1-B as it basically relies on if can "just" make the reality and not being also outside it/shaping it/being indipendent from it.
