The Dark Prognosticus is what enpowered Bleck, he alone doesnt have such abilities iirc.

Also the Dark Prognosticus granted him the power to destroy his home Dimension. But he can only see the future that is written in the book and that was written 3 thousand years earlier by Dimentio, but Dimentio is the only one with the power of fate manipulation, Count Bleck wanted Mario and Co to win, if he truly was able to manipulate fate, he would have just ended the prophecy on his own.
