We know what happens when only one single timeline is destroyed, it happens in the Asriel fight, and the game keeps going like nothing happened, when Chara attacks, the game becomes a black screen, Chara destroyed the game itself.

If you mean 3-D power, Flowey also has infinite power, as well as all characters who are High 3-A or above.

It'll be hard or impossible for Bleck to get past SAVE and LOAD. O. Flowey's danmaku will also help him a bit, so I vote for O. Flowey.
