It's probably closer to continental, depending on the destruction.
A calc for a much smaller country in Japan resulted in baseline High 6-B. But that was using explosion formula for a crater the size of Japan as a result of the explosion.

Basing it off that, that's like halfway through 6-A.

its High 6-B to 6-A probably High 6-A if using Vaporization
