Conditions For Doing Battle Between Characters

Let's just say that you find a fiction form "Animation" on youtube, and it already has 10 eps with a duration of 2-3 minutes for every 1 video. Can the abilities of the characters in the youtube animation be directly battled with other characters like Naruto? or should there be terms/conditions like "how many episodes must have"? "how long is each episode"? or are there other conditions?

If the work itself is not a fan fiction, or is a licensed work, then you can add it. Albeit there ire w few limits, like it needs to have a story or lore or sort and needs to have a good number of fanbase outside of battle boarding.
