I’ve got a question too.Can X who governs “Stagnation” and has himself shown to be stagnant on a conceptual lvl qualify for Conceptual Manip?
 
i mean he isn’t physically stagnant i.e he’s capable of moving and performing various actions but he only exists in the present not in future or past.

If he's already proven to be able to manipulate the concept of "stagnation" then, he'd qualify yeah.
