I believe so, although I am also in doubt about this, normally energies were to be classified how a Universal concept, energy encompasses the entire Multiverse, it's in every living thing, including humans, animals, planets, galaxies, and everything.

I'm not just talking about chakra, for any energy encompasses the entire Universe and if not more than that.

Nah. Just because something is a concept, it doesn't mean all usages of it attack at Conceptual level too.

Such as how just because the concept of water exists, not all water manipulation attack at conceptual level by default.

Concept is nothing but an abstract idea, "the concept of beauty", "the concept of love", "the concept of strength", those are examples of concepts, but shapeshifting, empathic Manipulation or statistics Manipulation is not Conceptual by default just because those concepts exist. The same goes by the concept of ki or the concept of chakra

it is however useful since it would require conceptual power null to null unless its a type of power null that nulls after use of ability.

Depends really. Whether the concept you are wielding is abstract in nature or not also plays a factor, especially if there is proof you can wield the abstraction itself as a weapon.

Best case scenario I can think of is The Great Evils and Hope from God of War. Those are literal concepts that grant power to their wielders or unites with them and becomes one and the same (Like Fear Zeus). All of their energies and attacks are of the one and the same nature and level of usage in God of War because all magic in the verse has shown those mechanics of operation, powers, abilities, resistances, none of it gets left behind.
