Conceptual Manipulation question; Something that’s called a concept

I don’t know how straight forward, or “not straight forward”, this would be depending on how our standards for concept hax view this, so I thought I’d make an actual thread for future reference.

Generally speaking, if something in a series is proven to exist on, at bare minimum, a universal scale as a kind of law or phenomenon (or greater than universal like across a multiverse), and the series outright calls it a concept

Would this be able to cross into conceptual hax territory? Particularly because it’s directly called a concept?
 
I'm not understanding the point of the question. Is their any Verse, in particular, this question is being asked about?

I think it has something to do with Celestialsapiens from Ben 10 because this was brought up in the Recent Alien X CRT.
 
Except they don't call anything a Concept, so that can't be it.

The point of the question should be pretty simple.

I mean, it's a concept. Considering it literally tells right to your face, I can't see how we can deny that it is a concept. If you manipulate that shit directly that it changes across all of time and space, then I believe that would be concept manip.

Okie. Just thought it wouldn’t hurt to ask given our standards for concept hax can be strict and would rather ask first before trying anything.
 
Something else I’m curious about too. Have we ever seen anyone here ever possess conceptual level fate manipulation?
