Conceptual Manipulation question; Something that’s called a concept

I don’t know how straight forward, or “not straight forward”, this would be depending on how our standards for concept hax view this, so I thought I’d make an actual thread for future reference.

Generally speaking, if something in a series is proven to exist on, at bare minimum, a universal scale as a kind of law or phenomenon (or greater than universal like across a multiverse), and the series outright calls it a concept

Would this be able to cross into conceptual hax territory? Particularly because it’s directly called a concept?

The point of the question should be pretty simple.

I’m asking that if there’s a phenomenon that exists on, at the very least a universal scale, and the series outright calls it a concept

I mean, it's a concept. Considering it literally tells right to your face, I can't see how we can deny that it is a concept. If you manipulate that shit directly that it changes across all of time and space, then I believe that would be concept manip.

Define "conceptual level fate manipulation". What does that mean? Manipulating the fate of concepts?
