When have Rohan immediately use Heavens Door? If I remeber it correctly when he is questionaing Hayato he tried talking to him first and only used it when hayato tried to run away, and when the RPS kid was bothering him he only used it after the kid stole his taxi.

Those were two children who held no threat to him, and as you said he was questioning Hayato.
This is SBA, and Diavolo looks rather threatening and whenever something even slightly looks off to Rohan he uses HD immediately.

This is inconclusive as both can pull out their ability at the exact same time. King Crimson's thought based and Epitaph is passive, so he too only needs to think once.

Epitaph is only precognition. The erasing time part is still thought based, and that's the thing that lets him survive getting booked by Rohan.

1. Battle starts, Diavolo thinks about his precog.
2. Diavolo uses King Crimson- oh wait, HD already hit him.
It takes two thoughts to look through precog, then use King Crimson. It takes one thought to Heaven's Door.
And that's if we assume it's passive 100% of the time, and he's always looking into it.

Let's clear some things up. Precog is passive. As long as he has the stand summoned, he can see into the future. Time Erasure is instant. Rohan has to point to use Heaven's Door. There is a small chance Rohan can get a win by drawing Heaven's Door on himself in a way that Diavolo will see when he tries to attack him, but other than that there isn't much he could do.
For these reasons, I vote for Diavolo
