Inconclusive, I guess?

With speed unequal Scout doing pretty much anything would be too fast for Teru to react, but Teru just needs to think to TK him apart with the AP difference. So if Teru starts by directly TKing the Scout he can win this, while if he tries to pull what he did on the Body Improvement Club he gets blitzed before he can put up proper barriers.

This assumes Scout has enough AP to harm Teru though.
