Does Conceptual Manipulation type 1 that tying such object/subject to a concept, or adding concept to such object/subject can work to NEP2 characters?

Example like SCP-2719

But does it the same as Soul manipulation that adding a soul to non-animate object can bypassing characters that immune to soul manipulation.

Why it doesn't work for CM and NEP2?

NEP2 is a being non-existent that doesn't have concept to affect in other words lacks of concept, beings that are pure emptiness/void/nothingness not an non-animate being, so here concept manipulation is useless against them cuz they doesn't have concept

I already know it, And thats not how my question is.

I mean could Conceptual manipulation that adding concept to object/subject work to conceptless being? Can it adding concept to conceptless being without further feats has been prooven it was do something like that?
 
SCP-2719 just add concepts to objects, not non-existents beings, just objects, so it would be NLF without proof… An example is putting a battery in a toy, the toy is neither alive nor non-existent.

what? this comparison is really bad, adding a soul to a non-animate object is not a problem, as u can easily touch the non-animate object, but to add a concept to something that lacks a conceptual nature and exist as a pure nothingness is literally impossible without feats, as u cant affect it in first place
 
Since, NEP2 Character is non-existence has no concept of lack of something anymore. It's pretty sure CM1 cannot affect NEP2 Character. Its like you use soul Manipulation to a Character who don't have soul.

However, if there is a direct feats to affect it. I don't know can it be called a contradiction or not
