Considering the two hax, is CM1 stronger or law manipulation?(I think CM1 better/stronger hax.)

What you're talking about is context, but without context or any additional expression, I asked which one is stronger in their "essential" state.

So without any context. CM2 and law manip can be said to be equal. Because both work at the level of reality. It works at the reality level in CM1, but these concepts that are superior to reality.
