Yes, his go to thing is Classification and he's an Overshadowed going off information we are given but he can turn his Overshadowed nature off if he chooses to.

He wasn't Overshadowed throughout the entire game because he was taking part in the story. So he'd start out normal unless specifically put in his Overshadowed state
