Shouldn't CJ also be listed as 9-A like Niko and the other GTA protagonists since he has stronger weapons and also has more weapons than characters like Niko Bellic who basically has the least weapons in the franchise?

I thought that the much higher implied that he has stronger weapons, i remember that he can easily take down elycopters with a rocket launcher.

Well he sure does, but I think that either giving him the 9-A rating or a 9-A rating with a possibly higher rating would suit him better than just the much higher rating at 9-B so we can make things more fair for CJ since he's basically one of the most ridiculous guys in the franchise.

Also shouldn't his durability also be small building level since he can also survive a few rockets like Tommy Vercetti?

CJ could only survive upto 3 even at max levels, Tommy can take 4 direct shots. But being run over trains can work fine, I guess.
