Okay so let's get right into this and figure out what the heck is going on here.
What's Skinner's AP value? Because Chelshia can probably meet him in AP by boosting her strength three times if she feels it is necessary. Combat is literally hard wired into her so she should come to that conclusion rather quickly if she thinks she's in over her head. Probably won't happen since she has fought people who are stronger than her. But she can if she wants.
Meanwhile Chelshia beats him in range and mobility, having an incredibly spammable ranged attack, and a very powerful one at that, and being able to shoot out fire with her basic punches, as long as she doesn't get hit. They start at a range so Chelshia will play the range game because it's really easy to do. Chelshia also has a way to keep the range up and can easily be more mobile than skinned due to the fact that she has speed amps that will let her run circles around him.
Even though Skinned is smarter than Chelshia, Chelshia has fought people who are far smarter and far more experienced than her, such as Amelia the harpy and Ellena Arachnia. Skinner is no different here, and considering he's trying to beat Chelshia at her own punchy game, he's gonna have a bad time with the sheer amount of versatility she can allow, and I don't even think pressure points would work entirely due to her non human physiology, that and her arm is made out of stone. I don't think that could shut off anytime soon.
Basically, Chelshia has more range, arguably better experience with people like Skinner, the ability to increase her speed and strength, and she can even turn into a chest form to get a quick breather. She may even have better stamina I didn't bother checking.

I do agree other reasons puts her ahead. Range is a prick to fight when you don't have any.
Though Skinners gonna be a decently large amount above 3.73. That's the force to frag that vehicle they scale to. But this car was pulverized. And then the car vaporize feat also puts it a good amount higher (when considering the distance away of course.) he likely holds more than just a x2 advatage. But thanks to that range, Experince, and and stat boost. she takes a win.
