character with range all over the infinite world vs immeasurable speed

can a character with a range of 2A hit a character who moves at immeasurable speed on 2-A cosmology? like it include the concept of time itself
 
If the attack isn't immeasurable speed then no. If its like a wide aoe type of thing then yeah?. Immeasurable speed characters don't usually have feats of running across. Normally if the verse makes it so other universes are outside of the main dimension then there's no reason it shouldn't

If they're hitting all spacetime at once and the character's immeasurable speed doesn't go beyond that range, I think yes.
If they're targetting it over a maximum reach of distance then no.
