Is this Infinite speed?

This starts off with Freeze jr freezing time itself in order to stop his father from dying (of old age), then he is met with shadow and his crew (sensei and kali), they notice that time is stopped, and go on to fight Freeze jr to stop his doings. As the fight comes to an end and shadow comes out victorious, Freeze mentions "pain lasts forever in static time", which reminds me of Loki from season one where he gets hit by the staff and slows down but feels pain in real time as Loki wasn't immune to time manipulation, so that would mean freeze jr isn't actually resistant to time manipulation or time stops..? But the entire fight between him and shadow takes place in static time as the dialogues suggest, since he doesn't have Resistance he shouldn't be moving at all in static time, but he's able to effortlessly move and fight in it, just like a character with infinite speed would.
So does this qualify as "Infinite speed" or "Possibly Infinite speed"?

From what I'm seeing, time is only being stopped for certain things and not the universe in general. He's stopping time to keep his father from aging, but he's not trying to freeze his father in place forever. He also doesn't seem to be trying to stop time for people, like their ability to think and stuff, since he said that 'Sensei' would have an eternity to get used to the change.

Plus, if time was really stopped for everything, he shouldn't be able to feel pain. Pain doesn't come from nowhere; it has to be created, and that means your body has to change.

So basically, it's some weird form of selective time stop that doesn't seem combat-applicable.

With that being said, The only thing bugging me about this is that, he says that dialogue right after he gets defeated by shadow (right after the fight is over), so could it be that only the fight took place in static time..?
