Obviously Chara

Because of this

Omnipresent after reaching their "absolute" (Exists as an abstract entity whose influence is everywhere in all possible timelines, as well as continuing to exist everywhere in the empty void after reality has been destroyed)

Although Chara is a conceptual being is she immune to Casualty? If so then Chara will be able to take the win.

GER would be able to put the actions/willpower of any opponent back to 0 providing they are not acasual or a higher dimensional being. The willpower part is the most important seeing as that even in the presence of GER will not be able to take action whatsoever because of it. And seeing that Chara is purely based on determination this can prove deadly.

Also GER's powers where still able to function perfectly fine even in an enviroment of where Time was non existant. This should be able to allow GER to tag or be alerted of Chara's presence etc.

Well do you think GER can affect a Concept? One that extends beyond the Multiverse at that.
As I said. It all depends if the Concept itself is immune to casualty which is what I was asking for. Also it extending beyond the multiverse wont mean much when it is still vulnerable to GER's hax.

If there is something suggesting that Chara is acasual then thats all she needs to take the win.

Almost anything beyond universal is immune to universal causality, actually. There are different levels of effecting "causality", but GER's best showing is of affecting universal causality.

I see. Chara takes this then. Got any sources for this btw? I am kind of interested.

Well, since she is not affected by a timeline of one universe, but rather can affect the timelines of multiple, this gives her transcendent acausality so she stomps.

If Giorno Giovanna ever face Chara in a bloodlusted fight it would rather be a stalemate. 1# Chara isn't really multiversal, or even Universal being at all. Every opponent that she face in Undertale are rather around street level, or lower. Also it was stated that every single monster(Except Undying, and Sans) were all weaker than a average human mostly because there bodies couldn't handle any determination. This was according to the intro of game, and alphys data log where you can find them in her underground laboratory. 2#. The only evidence that people considered of her being multiversal is where she kills you in the Genocide route ending. If you pay attention on what she saying you'll figure out that she only kills you, the player, and she only destroyed the monster world not the human world. This paragraph that I'm writing would've be debunk if the Genocide ending credit scene didn't happen. After the credit scene Chara give you an offer where she can bring everybody that were in the underground come back to life if you give up your soul. This doesn't make any sense if you look into her back story. In turn out Chara killed herself hy drinking some flowers, and give her soul to Asriel, so she can escape from the underground, and use all that power that Asriel had before to kill every single humans, but her plan failed miserably because Asriel didn't want to harm the humans, and thus causing both of them to die. This explain why she give you the offer in the Genocide ending because she trying to find a way to get out of the underground. If she was a multiversal being she wouldn't give you any offers to bring everybody back to life. In conclusion Giorno Giovanna couldn't kill Chara mainly that she reset the fight, and Chara couldn't kill Giorno with Gold Experience Requiem mainly that GER is a stand which it faster, and stronger than a human, and Chara couldn't see it, or touch it, and it ability is to reset any opponent strength, and willpower to zero.

We never seen Chara ever faced a opponent that was outside of time, or anything else, and the only way she can exist again if you the player finish the Genocide route for the first time.

Ok, then explain how she can beat something that can reset somebodies will power, and strength to zero, and never let anybody to harm his user. Which will power by the way also mean determination as in the source of Chara's power

Are we forgetting about King Crimson, and btw Chara died before, and she never would able to come back if we finish the Genocide route for the first time, or if we delete the game entirely so therefore she is not abstract, but more of a ghost that manipulates you the entire time

-_- I think you haven't play the game at all, welp I'm gonna explain it again. "This arugment that I'm writing would've be debunk if the Genocide ending credit scene didn't happen. This explain why she give you the offer in the Genocide ending because she trying to find a way to get out of the underground. In conclusion Giorno Giovanna couldn't kill Chara mainly that she reset the fight, and Chara couldn't kill Giorno with Gold Experience Requiem mainly that GER is a stand which it faster, and stronger than a human(which it stated in undertale the game itself that monster are weaker than humans), and Chara couldn't see it, or touch it, and it ability will negate Chara attacks, and will power(which it also another word for determination) to zero

Bro...Chara literally says in the end of the genocide route that she grew stronger because of how much Karma/LOVE Frisk was carrying, and that both had acumulated power enough to destroy everything. Frisk "slashes" the world and there is only you and Chara left in the end
