Honestly, can't blame Fujimoto too much for that. He himself has admitted in interviews that he leaves a bunch of things vague 'cus he genuinely didn't know wtf he wanted to do with those things at the time and so he could leave things open to figure out in the future.
And that's not even mentioning his awful schedule of needing to plan out the current arc and the next arc at the same time.
