That's because the jacket absorbed all the damage. The focus of the explosion was on his torso, while the rest was just AOE. His face clearly isn't as durable as the explosion, but narratively, Nomo is fairly durable, which is why the jacket simply isn't there. The way things work here is that Attack Potency means capacity to harm individuals who possess a degree of durability. Reze ripping off his head would mean that she scales above his durability. You are faced with a dilemma.And things in fiction work differently so that doesn't apply here.
